as per comments at http://drupal.org/requirements#comment-1208869 and http://drupal.org/node/411212#comment-1485894, the System Requirements page that is being linked to from the D7 install instructions that are under development should probably have this info incorporated.

added a what is pdo page and modified the requirements page to include references to pdo as well.
