Control display of new handbook IA vocabs

Description
As part of the handbook IA work, we are adding two new vocabularies to the book content type. The vocabs already exist, but have not been turned on yet. We need this patch to restrict the new vocabularies to just the Theming guide handbook, as well as add a note to the edit page about how to use them. It is a simple, small hook_form_alter(). Once the patch is on d.o, I can post about the work to be done and turn the vocabularies on. The patch should have all the proper IDs for the Theme guide bid and the new vocabs (which is why I created them already) so it should be good to go.
This is time sensitive since we need to get this rolling ASAP and the only holdup is review and application of this patch.

@killes: looks like you only committed to HEAD, not DRUPAL-6--1... mistake or intentional?

Thanks, y'all. However, this is still awaiting deployment. ;) It's not fixed until it's live.

This is deployed on d.o. Now add1sun just has to announce the new vocabs and turn them on for book nodes, since they won't show up on other book pages now. She can set this "fixed" when she's really done. ;)
